If you have many VPN clients (or network filters) installed on your system, Junos Pulse install may fail due to low maxfilters value in registry. Install hangs for some time and then rolls back.
If rollback is interrupted, or if install is triggered by web-installer it results is non-working VPN client with empty connection window.
This means that necessary services to run the clinet are missing – only UI files are installed.
To resolve the issue, you need to edit the Windows Registry key:
[code]HKLM/SYSTEM/CurrentControlSet/Control/Network/MaxNumFilters[/code]
This value defines the maximum number of network filter drivers allowed on the computer.
Try to change this value to 14 (maximum value), and the Junos Pulse install should finish successfully.

I could not find the last folder ” maxnumfilters” on my windows 7 32 bit.
Is that only present on Win 7 64bits?, thanks.

I made this mistake as well – MaxNumFilters is not a folder – just open the folder Network and you will find the registry key MaxNumFilters — double click on it and you can change the value to 20 Decimal or 14 Hexadecimal
This works for both 32bit and 64bit.

have followed the recommendation above to install Junos Pulse but each time it aborts at 62% of the installation and a get a message that I should contact the system Administrator.
What can I do to remedy this?
We had four techs beating this laptop up with this issue of Juno not installing – halfway through the installation it would roll back. I was at the point of having to re-image this laptop. This regedit fix this laptop right up. Thanks
Thanks for sharing this. It worked for me, too. I had spend a couple hours trying to get Pulse VPN client installed on my Windows 7 x64 machine, but kept getting the eventually progress bar rollback and message of failure. After I set that value to 14, I was able to install Pulse VPN client with no issues (finally!). After installed it, I restored the original value of that variable. After that, I tried connecting to a corporate VPN and it worked just fine. 🙂

I have MaxNumFilters set, verified no conflicting Juniper drivers installed, using the latest client in your link, and still no love. Getting rolled back every time. Any ideas?
For all those that the 14 max filters solution did not work for, right click on your network icon and go into Network and Sharing Center, then click on the Change Adapter Settings.
If this is showing empty like mine was, go to this registry entry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network
Over to the right just DELETE the Config key.
Then close the registry, and reopen Change Adapter Settings, (this recreates they key with new cache) then right click and refresh and they should appear now. Junos will then be able to find them and install properly.
Worked absolutely fine with the config delete and refresh adapter settings.. three cheers to you!!!

initially, simply adding maxnumfilter dword regedit wth hexa value 14 won’t do the trick.
had to rename the config to config1.
uninstall pulse,
reinstall pulse.
now I got the new config binary created after successful installation of pulse

Hi, I have Win 8.1, checked/created/renamed Regkey “config” and “MaxNumFilters”.
Each time msi rolls back.

However, I tried installing the same msi on my test VM running the same OS windows 7, and it worked just fine. Driving me nuts.
btw, I tried all the suggestions as well including registering a dll from one of the suggested link.

Run the repair tool in the Program Files (x86) folder. Then uninstall.
